CONSULTANCY: “SPECIALIST IN THE MANAGEMENT OF MIGRATION FLOWS”
REGIONAL MIGRATION PROGRAM


1. BACKGROUND


Since 2010, the International Organization for Migration (IOM) has been implementing the Regional Program on Migration (known as the Mesoamerica Program), whose main objective is to contribute to the development and implementation of strategies in the region to promote regular, orderly and safe migration, seeking adequate protection for the most vulnerable migrants.
One of its main pillars of implementation is the management of migratory flows in crisis and emergency contexts. This implies the adequate collection and management of data and information, the inclusion and participation of migrants in such situations and the adequate management of extraordinary migration flows.
The current crises represent a growing challenge for States and the international community. The human mobility dimension of humanitarian crises is increasingly relevant, as crises produce more complex and large-scale migration flows and mobility patterns, which normally expose affected populations to significant vulnerabilities and generate serious and long-term challenges in migration management. Very often, however, the migratory dimensions of a crisis are overlooked during its response.
In response to this need and at the request of IOM Member States, the Migration Crisis Operational Framework (MCOF) was developed in 2012. The MCOF is a practical, operational and institutional tool to improve and systematize the IOM support to its Member States and partners to better prepare for and respond to migration crises.
The Regional Migration Program has proposed to develop a simulation software, which purpose is to simulate migration crises in a fictitious context and country, in order to have a tool that allows States to prepare for the eventuality of a migration crisis. This software will facilitate the application of the guidelines proposed in the MCOF in a fictitious situation, thus improving the capacity of States to respond to real situations. For the present phase of the Program, the goal is the elaboration of a proof of concept.
For the optimal development of the software it is necessary to identify the specific variables and actions that the user will be able to implement. Although the general actions have
already been identified, it is necessary to hire a specialist in the management of migration flows, who can identify the variables and actions to be implemented for this first pilot version (proof of concept) in detail, in a simple way and jointly with the software development company.


2. OBJECTIVES
Provide the necessary inputs to the software development company for the complete development of a proof of concept.

3. MAIN DUTIES
Under the general direction of the Regional Coordinator of the Program and under the direct supervision of the Technical Specialist, the consultant shall:
1. Complete in detail the concept note of the migration crisis simulation software.
2. Develop a case study to base the actions to be implemented in the software on.
3. Identify the variables and specific actions to be implemented by the user, as well as their consequences.
4. Provide the necessary inputs to the developer company for programming the simulation of these actions.
5. Follow up and supervise the development of the proof of concept by the developer company.

4. REQUIREMENTS

  • Professional in social sciences, law, international relations or similar.
  • Person who is an expert in the management of extraordinary migratory flows in crisis contexts1.
  • Knowledge of the MCOF tool.
  • Knowledge and/or experience in the DTM (Displacement Tracking Matrix) method will be considered an advantage.
  • Knowledge and/or experience in the development of virtual tools and/or software will be considered an advantage.
  • Fluency in Spanish and good command of English.

5. PRODUCTS AND DURATION

The consultancy will have a duration of two months. The terms and delivery of the products of the consultancy will be subject to the duties to be performed:

[1] Examples of extraordinary flows are the so-called "caravans" of migrants.  The specialist should be an expert in the management of similar flows and know the actions that States should/can implement in the face of this situation.  They must have the capacity to summarize and simplify these actions in order to turn them into concrete decisions that can be simulated through artificial intelligence  

[2] This proof of concept will be a joint elaboration between the software development company and the contracted specialist.
