II. Organizational Context and Scope

The Western Hemisphere Regional Migration Program, financed by the Bureau for Population, Refugees and Migration (PRM) of the Department of State of the United States, seeks to advocate for the adoption by governments (Belize, Costa Rica, the Dominican Republic, El Salvador, Honduras, Haiti, Guatemala, Mexico, Panama and the Caribbean) and its associates of civil society, of well-managed, regular forms of migration that concurrently reduce flows of irregular migration and vulnerabilities of migrants in transit, while countering the efforts of human traffickers and migrant smugglers.

Under the overall supervision of the Head of Office of IOM Belize and the direct supervision of the WHP National Project Coordinator in Belize, the Project Specialist Assistant will be responsible for the following duties:

 

  1. Assist in the planning, coordination, implementation, monitoring and evaluation of program activities, in accordance with workplans and courses of actions established in the Western Hemisphere Program.
  2. Participate in the development of terms of reference, selection and monitoring of work of hired consultants as needed in accordance to IOM internal administrative requirements.
  3. Plan and implement capacity-building and awareness-raising processes for authorities, shelter representatives and social organisations, and other actors, as part of the supporting actions foreseen in the project.
  4. Contribute to maintaining and strengthening effective cooperation relations with key national counterparts (government and civil society), UN organizations and other involved international entities, to explore synergies and avoid duplicity of actions.
  5. Participate in inter-institutional coordination tables on migration management and related issues, as well as developing strategic alliance to fuel the reach of the program and the sustainability of actions.
  6. Promote the adoption and implementation of a gender and human rights perspective in the design and implementation of program activities.
  7. Maintain continuous dialogue and provide periodic information to the National Western Hemisphere Program Coordinator on the progress of actions, and the identified issues and solutions taken.
  8. Contribute to the identification and promotion of strategic technical alliances with government and civil society counterparts.
  9. Provide technical assistance in research, and information gathering, and systematizations as needed by the project.
  10. Contribute to project communications activities (development of meeting minutes and press notes, writing and responding to correspondence, etc.); as well as the organization and maintenance of files.
  11. Support the organization of events and workshops.
  12. Collaborate in the development of technical reports.
  13. Support the design and management of international cooperation projects linked to project impact areas, and directed towards its strengthening, continuity and sustainability.
  14. If necessary, for the development and monitoring of activities, travel for work inside the country or internationally.
  15. Carry-out other functions considered as part of the post, assigned by the Program Coordinator.

IV. Required Qualifications and Experience

Education and Experience

Profession on Social Sciences or similar fields, of a recognized university, with a minimum of a bachelor’s degree.

A minimum of 3 years of proven professional experience on migration, children, and/or human rights with proven knowledge and experience in the topic of migration and human rights, preferably focused on the protection and assistance of persons in conditions of vulnerability, especially children, adolescents and women.
