II. Organizational Context and Scope
|
Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
The E-Campus is an IOM virtual learning platform developed by the IOM Regional Office for Central America, North America and the Caribbean. It hosts virtual courses, learning resources and information on IOM's face-to-face training processes. The platform, developed in Moodle, offers great versatility and different types of courses: self-paced, tutored, bi-modal and blended. It is multi-language, free and open to all public: government and civil society, partners, students, academics, etc.
Under the overall supervision of the Regional Director and direct supervision of the Regional Project Coordinator of the Program, the incumbent will be responsible for the following duties:

III. Responsibilities and Accountabilities
|

Coordinate the development of virtual courses, in all the modalities mentioned above, to fulfill the requests of the different missions, departments and projects in IOM.

Lead the E-Campus team, assign tasks and delegate functions: to the project sub-coordination, IT specialists, graphic designers, instructional designers, content assistants and external providers (illustrators, voice over services, translators, etc.)

Develop and review scripts of the courses in all its forms. Coordinate the development and review with Headquarters, Regional Specialists and Project coordinators.

Manage the administration of the project: hiring of staff, consultancies and external services, renewal of contracts, planning and management of the different budgets, request for services, among others.

Manage the platform, ensure its quality, monitor and update its content, as well as ensure its functionality, innovative design and its user-friendliness.

Respond to external requests for course development, update or improvement of courses, construction of virtual environments and answer technical and content queries related to the platform.

Support the promotion of the platform and the development of communication products, in conjunction with the Communication Department.

Ensure close coordination with the IOM Staff Learning and Development department in headquarters.

Prepare and implement a monthly work plan of activities and carry out the corresponding follow-up actions.

Prepare intermediate, final and ad-hoc technical and financial reports related to the areas of responsibility mentioned above.

IV. Required Qualifications and Experience
|
Education
|
-
Professional in social sciences, law, international relations or similar, preferably with a postgraduate or Master’s degree.
|
Experience
|
-
At least three years of experience in coordination positions.
-
Proven experience in team leading.
-
Knowledge and desirable professional experience in the following areas: a) virtual or distance learning processes b) Development of virtual courses; c) instructional design
-
Medium knowledge on issues related to migration: migration management, vulnerable migrants, protection of migrants, labor migration, human trafficking and migrant smuggling, among others.

Excellent writing and reviewing skills of documents, products, courses and teaching materials.
-
Excellent experience in budget management.
-
Excellent ability to manage multiple projects and tasks and work under pressure.
