II. Organizational Context and Scope

The Western Hemisphere Program funded by the United States Department of State, Bureau of Population, Refugees and Migration (PRM), seeks to improve the capacities of States in Central America, Mexico, and the Caribbean to manage migration in a humane and sustainable manner. The Program has four pillars: migration management, regional dialogue and partnerships, migration crisis management, and communication for development.  

Under the general supervision of the Senior Regional Program Coordinator and the direct supervision of the Deputy Regional Coordinator of the Western Hemisphere  Program, the Monitoring and Evaluation Officer will be responsible for executing the following tasks:

III. Responsibilities and Accountabilities

 

  1. Prepare interim and final Program reports, as well as ad-hoc and situation update reports, for internal and external counterparts, including the donor, partners, government agencies and IOM offices, based on the Program objectives, regional and national work plans, as well as the timeline established in the Program document.
  2. Provide support to national offices to monitor progress in implementing activities.
  3. Regularly review M&E plans to ensure the relevance of activities with the objectives of the Program. 
  4. Monitor information collection and other actions to prepare documents that contribute to knowledge management and monitoring and evaluation of the Program.
  5. Maintain a clear and accurate information collection system to ensure the Program Coordinator a close and systematic monitoring of the Program activities and its implementation status.
  6. Alert the Program Coordinator in a timely manner about irregularities or challenges that arise for adequate decision making.
  7. Contribute to a knowledge management strategy through the collection and review of knowledge products such as research, reports, toolkits, guidelines, etc. linked to the topics addressed by the Program.
  8. To implement standardized monitoring and evaluation tools of the Program.
  9. Manage evidence from the M&E to promote accountability and learning.
  10. Lead and technically guide the implementation of the evaluation of communication for development strategies in the countries of the region in coordination with the Program's Communication Unit.
  11. Lead and technically guide the quantitative and qualitative research processes in the countries for the design of communication for development strategies in the region.
  12. Assist in the exchange of relevant information for national teams on quantitative and qualitative monitoring of ongoing activities, including their impact.
  13. To promote the incorporation of the gender perspective in the preparation of reports and knowledge management products.
  14. Collect information on the results of the Program to make them visible in the Program's communication materials such as bulletins and Web page.
  15. Prepare inputs for notes, speeches and presentations based on the information generated by the Program.
  16. Contribute to the development of |strategic recommendations for planning.
  17. Participate in external working missions as required.
  18. Other functions as assigned by the Regional Program Coordination, in accordance with their professional capabilities.

IV. Required Qualifications and Experience

Education

  • Professional in social sciences, or related careers such as political science, international relations.
  • Solid knowledge of monitoring and evaluation methodologies and tools.
  • General migration studies will be an advantage.

 

Experience

  • Two years of relevant experience in Monitoring and Evaluation, with a preference for migration-related projects, including migrant protection and assistance, policy development and implementation of training activities.
  • Experience with international organizations, non-governmental or governmental organizations.

SKILLS

  • Analysis and synthesis capacity in the elaboration of reports and systematization of evidence.
  • Stakeholder impact analysis
  •  Facilitation of processes: Capacity to accompany and propitiate spaces for significant learning (useful for change).
  • Active listening: Capacity to understand the judgment of others with respect and openness.
  • Understanding of qualitative and quantitative approaches in social science research.
  • Theoretical and practical knowledge of impact evaluations.
  • Demonstrated skills and experience to work with a variety of stakeholders and partners including trade unions and employers and government.
  • Proficient in information technology Microsoft Word, PowerPoint, Excel, web browsers, use of database applications).
