Mexico Concludes Specialized Course on Labour Mobility Programs

30 Mexican government officials were trained between June and July 2021 in the Specialized High-Level Course on Binational Programs and Labour Mobility Policies designed by the International Organization for Migration (IOM).

 

IOM designed this initiative to provide them with better conceptual and practical tools for the formulation of policies, programs and/or actions that promote the safe, orderly, and regular mobility of migrant workers in southern Mexico. 

 

Key decision makers from the National Institute for Migration, the Ministry of the Economy, the Ministry of Labour and Social Security, and the National Employment Service participated. 

 

The Course was mixed, with self-learning modules hosted on the E-Campus virtual platform, as well as synchronous sessions accompanied by technical specialists. Topics covered included the dynamics of migration and labour mobility, good practices in binational programs and the regulations and regulatory framework. 

 

"The course was extremely enriching, as it provided participants with the information, tools and instruments needed to understand the various factors involved in the labour mobility of migration flows in the region, but above all it allowed the exchange of ideas and perspectives through dialogue, having the participation of different public officials of the government of Mexico, international experts specialized in the topic and the protection of the IOM", said- Ricardo David Valdez Tavera, Head of the Monitoring and Support Department of the Integral Migrant Centres, Ministry of Labour. 

 

In the region, most migrants, both intraregional and extra-regional, mobilize for work. Most countries in the region are characterized as predominantly countries of origin, and this has had a significant impact on the development of their economies and labour markets. In 2017, Mexico received 37.4% of remittances from Latin America and the Caribbean, and Central American countries received 25.9%. 

 

In recent years, intraregional migration in Mesoamerica has shown continuous growth, making some of the countries in this region important recipients of migrants, such as Mexico. This confirms the importance of strengthening comprehensive migration governance systems that include proper intraregional coordination in this area. 

 

Effective migration governance depends on lasting partnerships, inter-agency at the national and international levels, with neighbouring countries, other partners within and outside the region, international agencies, civil society, the private sector, and other stakeholders. Labour migration mechanisms play a crucial role as part of governance structures and as a channel through which States can operationalize labour policies according to their development strategies and needs.
