Duty Station:  Work may be conducted off-site, but candidates based in Mexico, Central America or the Caribbean are preferred.

Type of Appointment: Consultancy 2.5 months

Estimated start and end date:  January 2021 – March 2021

 

IOM seeks to recruit a qualified consultant to lead data management and revision for the creation of an online Migration Governance Dashboard for Mesoamerica and the Caribbean. This activity is to be carried out under the management of the International Organization for Migration (IOM), and is funded by the United States Department of State Bureau of Population, Refugees, and Migration (PRM). 

 

The objectives of the consultancy are as follows:  

  • Aggregate and update the information collected through the Migration Governance Needs Assessments of 2018, 2019 and 2020, including the reports and the desk review, on the strengths and vulnerabilities in migration governance, enforcement, trends, economic and social access and opportunities, and data collection capacity in order to improve current knowledge, intelligence, and analysis on the various migration themes applicable to the selected countries.
  • Create a matrix or database that is easily updated and accessible for the OIM team.
  • Create regional bases for identifying trends and anomalies in governance and needs, while sharing best practices in order to strengthen migration governance in Mesoamerica and the Caribbean.

Background 

In 2018, IOM produced a comprehensive needs assessment on Migration Governance in ten Caribbean island states, and one regional report, “Migration Governance in the Caribbean: Regional Report on the Island States of the Commonwealth Caribbean.”  In 2019, a Migration Governance Needs Assessment was conducted in Haiti. In 2020, the methodology was implemented in seven countries in Mesoamerica and three countries in the Caribbean.

These reports present a background of each country through concrete evidence and data, combined with the inputs of regional stakeholders to provide a larger perspective on opportunities for improvement in regional migration governance and cooperation. By the end of 2020, IOM will have completed Migration Governance Needs Assessments for 21 countries in Mesoamerica and the Caribbean, a significant effort towards aggregating meaningful migration governance data across the regions.

Utilizing the information and analysis gathered through these 21 needs assessments, IOM will create an online interactive dashboard in 2020 and 2021 to gather these data in a single platform, present this information in an accessible, user-friendly and versatile form to governments, IOM, and other stakeholders. The dashboard will also complement IOM’s initiatives to strengthen migration governance in Mesoamerica and the Caribbean, allowing a graphic visualization of comparable data across all 21 countries and facilitating access to updated information. This dashboard will be the first of its kind in the region, and access to this information will support decision-makers to understand the opportunities and challenges in each country and where there may be opportunities for regional collaboration and sharing of best practices.

General Functions 

Under the overall guidance of the Program Support Officers for Central America and the Caribbean and the direct supervision of the Lead Research Officer, the incumbent consultant will work closely with the Dashboard Designer and take responsibility for the quality of the assessment and report and should include the following tasks:

  • Clean all 21 data matrices
  • Update the 21 data matrices as necessary to ensure that the information is as coherent across countries and as relevant as possible
  • Ensure that the 21 data matrices are identical in formatting and syntax
  • Create a master document that includes the information from all the 21 country-specific databases. This matrix should be aligned with the database to be created by the Dashboard Designer

 

  • 21 country-specific data matrices

March: report and presentation

  • Based on the finalized matrices, write a brief report highlighting the main trends in Mesoamerica and the Caribbean, focusing on key similarities and differences in migration governance
  • Create an information product (creative presentation/info sheet) to visualize key findings in the report
  • Support the Dashboard designer on the validation of the digital dashboard

The total amount of the consultancy is $6000.

 

All deliverables are subject to the approval of the Senior Regional Programme Officer of the Western Hemisphere Programme, the Program Support Officers for Mesoamerica and the Caribbean, and the Research Officer. If revisions are requested, the consultant must make the appropriate changes before the deliverables can be approved.

 

Main Tasks of the Consultant Related to the Assignment: 

  • Communicate regularly with the IOM team..
  • Review documents provided by IOM.
  • Deliver documents and other deliverables in a timely manner as stated in the action plan, or as amended in conjunction with consultant(s).
  • Maintain a neutral and professional approach throughout the consultancy.
  • Ensure that all and any relevant data and findings are documented throughout the consultancy, appropriately archived, and shared, whether or not used in the final Dashboard or report, with IOM.
  • Collaborate with Research Coordinator and Lead Researcher in leading tasks to completion to ensure a quality final product.

Based on the comprehensive assessment findings, provide clear and accurate databases to be uploaded into the online platform hosting the Dashboard.

 

Desirable Qualifications  

Education and Experience

  • Advanced university degree from an accredited academic institution preferably in statistics/data management, public policy, international affairs, law, international development, or related technical field.
  • At least 2-4 years’ experience, preferably in data collection and analysis.
  • Experience in developing user-friendly and interactive infographics
  • Capacity to collate and synthesize qualitative and quantitative data in a comprehensible manner.
  • Knowledge of migration, remittances and development.
  • Knowledge of relevant policies and international standards on migration.

 

Competencies

  • Excellent analytical, oral, and written communication skills in English and Spanish.
  • Experience in report writing.
  • Experience in leading an international research project.
  • Experience in working in complex institutional environments.
  • Displays cultural, gender, religion, race nationality and age sensitivity and adaptability.
  • Knowledge of the Caribbean and Mesoamerica regions and global migration or migration management.
  • Ability to work with minimal supervision and to meet deadlines.

 

Language(s): Fluency in both English and Spanish is required.
