Consultancy for the development of a course on Migration Governance and Policy
OVERVIEW
The International Organization for Migration (IOM), under the framework of the Western Hemisphere Program, seeks to recruit a qualified consultant to design the curricula or training program of IOM specialized course on Migration Governance and Policy Management, for the government officials of the main institutions of Belize with migration related policy functions. This course aims to contribute towards the efforts of the Government of Belize to better manage migration through the development of a comprehensive training curricula for Belizean policy technicians. This course will be the third course[1] of a total of five, which will constitute a Diploma on Migration Management.
The consultant will be responsible for developing a five-days course full-proposal (including the course syllabus, presentations, methodology, case studies and evaluation) to be implemented by IOM.
BACKGROUND
Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental (including civil society and private sector) partners. IOM is a UN agency and is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments, businesses and migrants to protect the rights of people on the move and maximize the development gains of human mobility. [1]
Since 2010,in Central America and Mexico, IOM has been implementing the Mesoamerica Program ( now the Western Hemisphere Regional Migration Program), which main objective is to contribute to the development and implementation of strategies in the region to promote regular, orderly and safe migration, seeking adequate protection for the most vulnerable migrants.
To strengthen capacities within and across government and other stakeholders, IOM leveraged its alliance with Galen University to build, based on three courses - one introductory course and two specialized courses - a 15-credits Diploma Program on Migration Management in Belize. The aims of these courses are the following:
- The introductory course: strengthens the participants’ knowledge on migration, especially on the international and regional legislation promoting the respect of human rights into a context of migration.
- The first specialized course: focuses on vulnerable groups of migrants.
- The second specialized course, for which IOM is opening this request for proposal, aims to present guidelines of Migration Governance and Policy in Belize and into specific areas, such as developing migration policy, policy adoption and implementation, migration data, research and analysis for policymaking, adjusting policy (Strengthening evidence-based migration management) and migration governance .
This course will be implemented by IOM in partnership with Galen University and the target group are government officials with migration-related policy functions, in Belize. They will learn and improve understanding on the development of migration policy and the characteristics of Belize migration governance framework, considering the specificities of the country. The aim of the course is to train officials in order to improve migration policy development and migration management in Belize, while securing national sovereignty and the rights of migrants.
Beyond migration management per se, the course is expected to develop the soft skills of participants, which will facilitate a more humane management of the migratory process. For example, the course should strengthen capacities related to problem-solving, conflict resolution, leadership and supervision, interculturality, language and others.
OBJECTIVE
Establish the syllabus and methodology of the specialized course on migration governance and policy and provide content for its implementation, including multimedia resources (such as PowerPoint presentations, videos or other resources), cases studies, evaluations and any other material to be used by IOM for its successful implementation.
DUTIES
Under the general direction of the Regional Technical Specialist of the Program and under the direct supervision of the National Coordinator of the Program in Belize), the consultant shall:
- Establish a five-days syllabus for the specialized course on Migration Governance and Policy.
- Draft the syllabus of the course with the relevant information such as the description of the sessions, its content, its objectives, the mode of evaluation of the participants. The outline of the course for each day must include, at least the following:

Description of the sessions
- Organize the sessions and methodology of the course, being attentive on distributing time equally between theoretical sessions and practical sessions. The consultant shall deliver a full methodology, specifying activities, materials to be used, duration of each activity, etc.
- Suggest practical activities, such as case studies, in order to put into practice, the knowledge acquired during the theorical sessions and the two precedent courses. Provide the material used to develop the case studies (such as newspaper articles, reports, journal articles, etc.)
- Create content for the theoretical sessions and presentations, based on the latest theoretical and policy knowledge available in the region and the world, on migration governance and policy and on IOM experience.
- Base his/her work on the two first courses on migration management given developed by IOM, to provide a coherent specialized course and avoid duplication.
DELIVERY AND COMPLETION TIME
The Service Provider is expecting to start work as of 1st September 2019 and successfully complete the provision of the services before 20th September 2019.
Payment
Payment should be done in USD by Wire Transfer after completion of work in installments or as further agreed, submission of reports approved by IOM authorized person.
REQUIREMENTS / PROFILE OF THE CONSULTANT
- Professional in political or sciences, law, international relations or similar, preferably with a postgraduate degree.
- Working experience in at least two projects related to developing capacity building and training programs.
- Experience in the implementation of policy and legislation analysis and/or development.
- Specialist in migration management.
- Use of Word, Excel and Power Point
- Excellent writing and grammar in English
This assignment is mostly home-based.

- resume,
- letter of interest (maximum one page),
- A concise technical proposal with description of activities, methodology, deliverables, a work plan and examples of similar work.
- Financial proposal: The budget, in USD, should be a lump sum consisting of fee, operational costs (including travel) and incidentals such as communications expenses and any applicable taxes.
Prices
All prices in your proposal should be in USD inclusive all charges.
Validity of submitted proposal
Submitted proposal should be valid for at least thirty (30) calendar days.
