Senior Advisement Services

General objective:

To provide comprehensive and specialized advice to INAMI authorities in order to facilitate the updating and revision of processes within INAMI to be in line with the most modern global practices, to manage migration in a sustainable and humane manner.

Activities:

Under the direct supervision of the IOM Representative in Mexico and INAMI authorities, and in coordination with the National Coordinator of IOM's Migration Regional Program Mesoamerica-Caribbean, the senior adviser will carry out the following activities:

  1. Perform an assessment of the current processes and procedures at INAMI.
  2. Analyze the main needs of INAMI to strengthen the migration policy of the Government of Mexico and propose a roadmap that prioritizes the development of proposals for short and medium-term actions, based on international good practices, lessons learned and analysis of correlations with other relevant State policies that affect migration policy.
  3. Recommend the necessary measures so that INAMI can establish a common migration management system to articulate the different systems that register entries, departures, stay, migration stays, migration procedures, migration alerts / national security, and other services provided by INAMI (visas, visitor cards, temporary and permanent residents).
  4. Advise INAMI on actions that, in coordination with Mexico's labor authorities, facilitate the regularization of migrants through labor supply and the implementation of the legal entry system to Mexico through focal points that promote the attraction of profiles contributing to the country's development.
  5. Identify gaps and limitations in the coordination mechanisms for dealing with ordinary and extraordinary flows and ensure detection and assistance according to migrant profiles, especially migrant women and children. (changes orders, and addition content)
  6. Promote the production of programs for the integration of migrants that include schemes for their regularization.

Products

  1. Work plan, timetable and methodology for the implementation of the activities described above.
  2. A monthly executive report highlighting the main actions of accompaniment and advice for decision making at INAMI.
  3. Report and action plan with recommended actions to INAMI.

Methodology

The senior adviser will have to propose and recommend the most appropriate working methodology to obtain the expected results, based on the general guidelines set out in this document and in consensus with representatives of the bodies that make up this initiative (IOM and INAMI).

Supervision

The senior adviser will carry out the activities foreseen in this consultancy under the direct supervision of the IOM Representative in Mexico and the authorities of the National Migration Institute, as well as in coordination with the National Coordinator of the IOM Migration Regional Program Mesoamerica-Caribbean.

Payment

Payments will be made upon approval of the products presented as set out in the table of "duly approved products to be delivered". The expenses of bank transfers for payments, as well as all expenses attributable to the execution of the consultancy, will be assumed by the contracted consultant.

The form of payment is established as follows:

Competencies, skills and experience

  • 10 years minimum experience in migration issues
  • Experience in institutional reengineering processes
  • Proven experience in advising governements on immigration matters
  • Knowledge of issues related to migration management
  • Fluency in Spanish
  • Ability to interact with interdisciplinary teams and authorities

 

Duration of the contract

The period for delivery of all the products mentioned above is approximately four months, corresponding to the period from June to September 2019. This period includes the review of the different versions by IOM and INAMI staff and delivery of the final products.

 

The application

Tenders must be sent to the IOM e-mail address before 30 May 2019 at 5:00 p.m. No proposals will be received after the deadline.

 

Applications must include the following information:

  1. Letter of presentation of the proposal.
  2. Information on the experience and services performed by the person, organization, company or consulting team applying.
  3. Technical proposal that includes a work schedule, activities and methodology.
  4. Financial proposal.
  5. The documentation requested in points 1-4 should be sent to the following e-mail address: iommexico@iom.int   

 

NOTE: The IOM is an Inter-Governmental Organization, exempt from taxes in Mexico and is not obliged to withhold any tax that, for the amount of this Contract, must be paid to the Government of Mexico, for which reason it is the sole responsibility of the bidder to comply with the corresponding tax obligations, according to their applicability.
